I'm Carlos A. Bazan-Canabal—an industry expert, strategic advisor, and advocate dedicated to the advancement, safety, and modernization of the global car rental industry. With over 30 years of hands-on leadership experience, I specialize in operational excellence, legal and regulatory compliance, and public affairs across the evolving landscape of mobility. My work spans North America, South America, and the Caribbean, supporting a wide range of operators from boutique fleets to national and international networks.

I currently serve as Head of Operations, Americas for the largest private franchised car rental network in the world, where I lead initiatives focused on operational integrity, safety protocols, and business development across more than 110 locations. I’m also Vice President Emeritus of Legal and Government Affairs for the largest peer-to-peer car rental operator in the United States. Today I help shape policy, defend innovation, and ensure compliance across complex regulatory environments.

My expertise includes fleet operations, event-based rentals, negligent entrustment prevention, consumer data privacy (including CCPA), and integration of safety technologies such as telematics, and fraud detection systems. I work closely with state and federal lawmakers to promote responsible rental practices and am a frequent contributor to industry standards and legislative testimony.

As a member of the Board of Directors of the American Car Rental Association (ACRA), I also chair the Educational and Media Committee and serve as a state and federal lobbyist. Additionally, I am a proud member of the National Defense Transportation Association (NDTA), where I contribute to discussions at the intersection of commercial mobility, national security, and infrastructure planning - serving as a member of the Car Rental Committee. I also serve on the Athena Advisory Committee within the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL), where I help shape airport electrification metrics and sustainable fleet solutions.
